I think that, sticky on top of cap and under 'ring'. I think, when dry top, could turn into brown flakes. Google images suggest Tricholoma caligatum, I think not. Can't find any Gomphidius having white rim on top of cap.

Edit: opt. Cortinarius triumphans/Gomphos triumphans , which kinda fits except local description says gills edge should be tothed, which is not the case not even on their image https://www.gobe.si/Slike/PhlegmaciumTriumphans?slika=3, I think.

No Gomphidius, this is something close to Cortinarius vulpinus.
